Previewer for outlook

What application were you using for the hotmail emails?
Outlook? OE?

I notice you were in a domain, I suggest you make sure you installed the ISA

OL2007: HTML vs. Richtext format.. I wan to use HTML always..

convert the mail to HTML format.

As I know, no such settings in OL2007, but there is in the WIndows Live...
