Another Update:

I reversed the logic for the rule, moving the email except if the sender is
in the contacts folder, and that works, but the final rule to move
everything else still doesn't get...

But, the timeouts don't occur regularly, only occasionally, which is why
it's a pain! If it was happening all the time, I'd bite the bullet I'd
